In the Name of God Most Merciful
Most Graceful
Rafidan requests from the
factions of the Iraqi Resistance, as well as
those who fight under our command & our Iraqi
People, to analyze/study the documents and the
terrifying plan that was crafted & implemented
by Stoffel & endorsed by the devils of war
(The Zionists, the American
Administration, & the British government) who
were assisted by their servants Chalabi, Allawi,
& Shalan, as well as Talabani.
We will declare first what is
relevant to our great Iraq, as for what concerns
the European governments as well as the U.S.
government, they will have their good share in
the correct time.
Let us now read the crime of all
eras after we lived through the crime of the
sanctions which killed over a million Iraqis due
to hunger, famine, and betrayal.
This is why we call on you; if
you do not wish to be annihilated with your
families tomorrow, you must annihilate the
enemies & traitors, today!
Stoffel commanded his servants of
traitors to use their authority of the interim
government as a legal cover to sign and endorse
a legally binding contract to the republic of
Iraq, with the approval of the minister of
defense and their prime minister with Stoffel’s
company, Wye Oak Technology
And authorizing it as cover to
transport, repair & sell all the Iraqi army’s
weapons as scrap to any part in the world in
return for a commission of 10 % from the value
of the goods which Stoffel alone is to assess
the true value of!
They have signed the contract of
the 16th of august 2004 with their
minister of defense the traitor Hazim Al-Shalan
after the approval and authorization of his war
criminal prime minister Ayad Allawi on the 4th
of august 2004. The final authorization was
released to Stoffel, from the secretary general
of defense on the 16th of August 2004

originals in the Ministry of defense as well as
the relevant office in the U.S. Administration,
in Washington.
This crime was carried out as
follows:
On the 25th of June
2004, Stoffel wrote under his firm’s
letterhead, to the minister of defense Shalan ,
and we translate to you the most important
parts.
“To the ministry of defence
Minister Hazim Al Shalan,
Reference: The Iraqi Military
Equipment Recovery Program IMERP
Dear Minister Shalan,
Based on your request,
Wye oak company is ready to
provide you with an offer to asses & evaluate
the damaged and destroyed equipment & finding
buyers for them as scrap. We need to receive
from you an exclusivity contract for our company
for 10 % commission as a minimum from each
transaction.
We have an experience of 20 years
in arms trading, & our knowledge is good of your
equipment and our relationship is good with all
ministries, we also have an international
network for the trade of arms and have already
specified the parties interested in purchasing
the equipment. We include you a copy of the
equipment we intend to sell and which we briefly
inspected and which include armored vehicles,
transport vehicles, tanks,
Missiles, radar systems and their
missiles, ballistic missiles, missile launchers,
artillery, as well as light weaponry.
After your approval, we will
prepare the text of the agreement, we also wish
that you not disclose any information on this
contract, and the contract will be considered
Top Secret!
Our initial assessment, is that
the value part of the equipment
we repeat part of this
equipment is values at 1 billion U.S. Dollars,
1 billion dollars!
Due to the situation in the
market today, we advise that necessary steps are
to be take quickly. “

On the 4th of July,
Shalan wrote to General Patreus requesting an
aircraft to transport him as well as Bruska
Noori Shaways, & Mashal, & Stoffel to Tadji
military base to have onsite view of the
equipment that are collected and are to be sold.

On the 4th of August 2004, Shalan
wrote to Stoffel as follows:
We have authorized Wye Oak
Technology as a sole broker and exclusive to the
assessment and evaluation and the sale of all
the equipment of the Iraqi Army that have been
classified as scrap on behalf of the ministry of
defense and your company has the right to ask
for assistance from any party inside or outside
Iraq to help in carrying out of this program.
This program will be run by the assistance of
the U.S. Army as well as the coalition members
if needed legally or as prescribed in the
exclusivity contract.
Dr. Bruska Noori Shaways the
secretary general of the ministry of defense has
been appointed the manager of this program and
he has all legal the authority
